Goku transformed into a Power Saiyan 2 before Broly's eyes. Vegeta already did two episodes before.
History
Vegeta transformed into this form after Broly smashed him into a mountain and the mountain crumbled to rubble. Lights blasted out of the rocks a minute later, and Vegeta used his Big Bang Attack while in the rubble and got the rubble off of him. When the dust cleared, he was a Power Saiyan 2. Goku transformed into this two episodes after.

A Power Saiyan 2 looks exactly like the saiyan's normal self, except it has a red glow around the body, and red glowing eyes.
